Improvement of Accident Blackspots

Improvement of Accident Blackspots and Prevention of Loss of Life at Such Blackspots Through Effective, Sustained and Intensive Enforcement

The concept “Accident Blackspots” used to define road sections where most accidents occur globally, is also used to define “road sections where certain types of accidents specifically occur”. In other words, accident blackspots define not all spots where accidents occur but those where certain types of accidents are specifically encountered.

Identification and improvement of accident blackspots is important as part of works seeking to ensure traffic safety and to reduce the number of accidents.

The first step towards the reduction of lives lost as part of total traffic safety efforts is, first, to identify sections of roads, streets, avenues, intersections and other road sections alike, where traffic accidents and resulting deaths are significantly high in a given time so as to eliminate, through information campaigns and enforcement, any shortcomings with such roads and the surroundings thereof, with the ultimate goal of preventing deaths.

Objective

O.3. Identification and Improvement of Accident Blackspots on Urban and Inter-city Road Network through Scientific Methods to Prevent Deaths

Target-1

T.3.1. Identification of accident blackspots on urban and inter-city road network and infrastructural arrangements as required

Target-2

T.3.2. Demonstration of traffic accident data on POLNET and JTBS (traffic databanks of the Police and the Gendarmerie, respectively) as well as analyses and reporting thereof

Target-3

T.3.3. Provision of traffic units with the digital infrastructure focusing on statistical outcomes to enable enforcement and penalty analyses

Risks

•Shortcomings in resources for responsible bodies

•Issues in data collection, assessment and analyses

•Shortages in trained staff

Strategies

  • Develop the required system software following legislative amendments
  • Sharing of data and outcomes of enforcement and penalties with respective bodies to ensure measures that are more effective
  • Entering accident data maintained by the Police and the Gendarmerie on POLNET and JTBS databases as soon as possible
  • Establishing analytical units at the central as well as regional levels to facilitate detailed and accurate analyses of accident, enforcement and penal data
  • Performing works as required for effective and efficient use of tablets following the commissioning of the software needed

Findings

  • Insufficient avail of advancing and changing technologies
  • Variety of institutions housing data concerning traffic safety

Needs

  • Improvement of the current system shared-used in coordination by the IT and Communications Department of the General Directorate of the Turkish National Police and the MEBS (Communications and Electronic Information Systems) of the General Command of the Gendarmerie in line with current requirements to allow for filter, analysis and reporting screens
  • Pooling traffic safety-related information maintained by a variety of institutions for optimal use
  • Training of authorized staff at the provincial level
  • Enhance inter-institutional sharing-of data and cooperation
