Overspeed

Excessive and inconvenient speeds are the leading cause of accidents. According to a study of the causes of accidents in the ten years between 2010-2019;

The distribution of fault between drivers, pedestrians, passengers, roads and vehicles resulting in death and injuries was found as 89.2%, 8.8%, 0.6%, 0.7% and 0.7%, respectively. It is also found that 98.6% of all road accidents in the last decade resulting in death and injuries were caused by driver error.

Against the backdrop of the same data;

Data available at the TNP Traffic Department also reveal that the effect of driver error remains unchanged for road accidents in 2019, where speed violations, in terms of failure to adjust vehicle speed to the load and technical capacities of the vehicle as well as visibility, road, weather and traffic conditions emerge as the number one reason with a share of 38.9%, with a slight decrease from 40.2% in 2018.

Looking into the formation of accidents in 2019, again, excessive and incompatible speeds emerge as the leading primary and secondary causes behind accidents.

Objective

O.1. Prevention of Loss of Life Through Elimination of Excessive Speed and Speeds that are not Compatible with Roads/Vehicles,

Target-1

T.1.1. Standardization of speed limits in in-city and inter-city road networks to ensure nationwide uniformity

Target-2

T.1.2. Reduction of max. speed to 30 km/h in such pedestrian zones as schools, hospitals, shopping malls, including surrounding streets and avenues

Risks

  • Failure to ensure legislative regulations as required
  • Changing institutional priorities
  • Shortcomings in inter-institutional cooperation and collaboration, conflict of authority
  • Possible coordination challenges due to determination of speed limits on urban and inter-city roads by different authorities

Strategies

  • Improving driver compliance with speed limits and warning signs
  • Designing roads and road superstructures so forgivingly as to allow drivers discern road characteristics and speed limits even in cases where drivers can miss or ignore warning signs
  • Re-arrangement of speed limits in residential as well as non-residential areas per road conditions and traffic density
  • Reduction of speed limits in areas with high risk of accidents

Findings

  • Variations between speed limits on similar roads
  • Rapid (daily) increase in the number of drivers and vehicles
  • Risks inherent in urban traffic especially for vulnerable road users
  • Excessive and inappropriate speeds as the root-cause of many accidents on Turkey”s roads (app. 40%)
  • Effective use of Electronic Enforcement Systems in enforcement due to location and time benefits
  • High-influence of the perceived sense of “risk of being caught” on drivers to observe the rules

Needs

  • Legislative changes as required
  • Prioritization of institutional priorities in policy papers, strategic and action plans
  • Compliance with international standards of traffic-related bodies, tools and equipment used and of human resources
  • During the determination of speed limits and in addition to the volume of vehicle traffic and information on crossing vehicles, taking into consideration the causes of accidents, environmental conditions, settlement density and other factors in road sections concerned
  • Adaptation of novel technologies to traffic safety
