  • T.C. İçişleri Bakanlığı tarafından sunulan ürün ve hizmetlerin ilgili kişilerin beğeni, kullanım alışkanlıkları ve ihtiyaçlarına göre özelleştirilerek ilgili kişilere önerilmesi ve tanıtılması.
 
2.Kişisel Verilerin Aktarıldığı Taraflar ve Aktarım Amacı

Post Accident Response, Care and Rehabilitation

6. Post-crash Response, Care and Rehabilitation

According to WHO findings, the economic volume of the cost of health services in relation with injuries due to involvement in traffic accidents in low and middle-income countries corresponds to around 5% of their respective GDP. The 3rd Sunday of every November is celebrated as the “World Day of Remembrance for Road Traffic Victims” upon a decision made in the UN General Assembly in 2005, with the aim to draw attention on the victims of traffic accidents.

Post-crash response includes any emergency and first-aid response as well as other rescue-oriented response activities from the moment of the accidents until hospitalization. Post-crash response covers a wide area of response categories from human assistance and other types of responses by citizens to response efforts of the police, the fire brigade, paramedics and by the staff of Disaster and Emergency Management Presidency (AFAD).

According to a study carried out by the World Health Organization; appropriate and sufficient emergency health service provision to the injured victims of traffic accidents have the potential to reduce deaths resulting from traffic accidents by 25%.” Again, other studies carried out by other international bodies suggest that less than half of those injured in traffic accidents in almost 40% of the countries of the world can be referred to a hospital with a fully-equipped ambulance whereas in 1/4 of these countries, about 10% of the severely injured in traffic accidents can be referred to a hospital on a fully equipped ambulance.

The fire brigade provides firefighting capabilities in the event of fire in accidents, including accidents where passengers are stuck inside their vehicles for the fire brigade is available in all provinces and in most districts. Then, search and rescue teams of AFAD are deployed only in provinces and meddle only when the fire fighters are unable to duly respond.

  • Promote practices through selected pilot provinces
  • Visualization of vehicle location, download location data from maps, quickest road direction in view of traffic volume
  • Training of responders to prevent any possible loss of life and property or due to inadequate response
  • Delivery of safe driving training to drivers on responder teams so as not to compromise the safety of both team members and citizens, including conscious driving behavior
  • Ensure accessibility of victims with various disabilities to call centers

  • Need for AI-based analytics
  • Need for foreign languages and sign language
  • Social lack of information on disasters and emergencies
  • Lack of professional driving training of drivers of vehicles used in accident response, who have to drive dangerously and by taking risks during response
  • Increased rate of survival through quicker response in view that most hospital deaths occur within the first 24 hours after accidents

Needs

  • Establish technological infrastructure
  • Technical training for staff
  • Acknowledgement of other stakeholders by institutions responsible for emergency response regarding the area of work and modus operandi of the latter
  • Training of trainers capable of delivering specialist training on accident response
  • Training concerning the prioritization of the right of way in traffic of such first responders as ambulance, the fire brigade and other law enforcement vehicles, which shall be delivered through visual media or at traffic courses
