ON ROAD TRAFFIC SAFETY STRATEGY DOCUMENT (2021-2030)
AND
ROAD TRAFFIC SAFETY ACTION PLAN (2021-2023)
SECTION ONE
Purpose, Scope, Basis and Definitions
Purpose
ARTICLE 1- (1) The purpose of these Procedures and Principles; to regulate the working procedures and principles of the institutional structures created through the Presidential Circular No. 2021/2 which came into force after being published in the Official Gazette No. 31384 on 03.02 related to "Road Traffic Safety Strategy Document (2021-2030) and the Road Traffic Safety Action Plan (2021-2023)" , the issues related to the meetings, the secretariat duty and other duties given within the scope of the Circular.
Scope
ARTICLE 2- (1) These Procedures and Principles, covers the working procedures and principles of the institutional structures established through the Presidential Circular No. 2021/2, the matters related to the meetings, the secretariat and other duties assigned within the scope of the Circular, and for the fulfilment of these duties, traffic safety stakeholders identified as “the responsible institutions” and “the institutions to be cooperated”.
Basis
ARTICLE 3- (1) These Procedures and Principles have been prepared in accordance with the Presidential Circular No. 2021/2, which came into force after being published in the Official Gazette dated 03.02.2021 and numbered 31384.
Definitions
ARTICLE 4- (1) In these Procedures and Principles;
ç) Term Chairman: Refers to the relevant Deputy Minister who is the Term Chairman of the Monitoring and Executive Board
d) Coordination Board: Refers to the Road Traffic Safety Strategy Coordination Board.
e) Action Plan: Refers to the 2021-2023 Road Traffic Safety Action Plan and the 2024-2027 and 2028-2030 Road Traffic Safety Action Plans to be prepared in the process.
f) Circular: Refers to the Presidential Circular No. 2021/2
g) Expert Group: Refers to each of the Road Traffic Safety Expert Groups.
h) Expert Group Responsible: Refers to the stakeholder institution responsible for each of the Expert Groups formed in the areas of traffic safety expertise and the personnel performing this task
ı) Secretariat: Refers to the Traffic Presidency of the Turkish National Police, the unit assigned by the Traffic Presidency to carry out the secretariat services provided by the Circular, and the personnel in charge.
i) Strategy Document: Refers to the 2021-2030 Road Traffic Safety Strategy Document
j) Member: Refers to the representatives participating in the Coordination Board, the Monitoring and Executive Board and the Expert Groups from stakeholder organizations.
k) Executive and Monitoring Board: Road Traffic Safety Strategy Monitoring and Executive Board.
CHAPTER TWO
Working Procedures and Principles of Boards, Specialized Groups and Secretariat and Meetings
Institutional Structures
ARTICLE 5- (1) It is essential that the Coordination Board, Monitoring and Executive Committee, and Expert Groups, established with the Presidential Circular No. 2021/2, work in full coordination in order to carry out the tasks given in the Road Traffic Safety Strategy Document (2021-2030) and the Road Traffic Safety Action Plans without any failure. The relationship between the Board of Directors and other institutional structures is shown in the Institutional Structures Chart Annex-1.
(2) In accordance with the following provision of Article 4 of the Road Traffic Law No. 2918 dated 13/10/1983, titled "Boards in Charge and Organizations";
“Duties given by this Law and other laws on traffic services;
a) is carried out by the Ministry of Interior,
b) by other ministries, organizations and municipalities authorized by this Law, in cooperation with the Ministry of Interior.”
In order to carry out all studies on road traffic safety in integrity, inter-institutional cooperation and coordination on road traffic safety will be provided at the highest level under the leadership of the Ministry of Interior.
(3) It is highly important for all stakeholder institutions to take the necessary measures and to make their activity plans in all areas and within the awareness of the Safe System Approach, in order to complete the activities planned in order to achieve the goals and objectives determined by the Strategy Document and Action Plans, with effective, continuous and intensive work in the foreseen time and the follow-up of the phase will be carried out through “Boards and Expert Groups”.
(4) In terms of monitoring the activities in order to ensure full cooperation and coordination in the field of traffic safety, which has a multi-stakeholder structure; The work done will be reported periodically to the Secretariat of the Monitoring and Executive Board by the Secretariat of the Expert Groups, and to the secretariat of the Coordination Board by the Secretariat of the Monitoring and Executive Board, and the agenda of the Coordination Board will be determined in line with the reports from the Road Traffic Safety Strategy Monitoring and Executive Board.
Road Traffic Safety Strategy Coordination Board
ARTICLE 6- (1) Coordination Board; under the chairmanship of the Minister of Interior or, when necessary, the relevant Deputy Minister; consists of one senior representative from the Strategy and Budget Directorate and the Directorate of Communications of Turkish Presidency; deputy ministers of Justice, Family, Labour and Social Services, Environment and Urbanism, Youth and Sports, Treasury and Finance, Interior, Culture and Tourism, National Education, National Defence, Health, Industry and Technology, Agriculture and Forestry, Trade, Transport and Infrastructure; General Director of Turkish National Police, Commander of Gendarmerie, General Director of Highways, General Director of Industry (Ministry of Industry and Technology), General Director of Local Authorities (Ministry of Environment and Urbanization), General Director of Emergency Health Services (Ministry of Health), General Director of the Special Education Institutions(Ministry of National Education), General Director of the Provincial Administration (Ministry of Interior).
(2) Coordination Board, in order for the tasks within the scope of the Strategy Document and action plans to be carried out without any failure, performs the following tasks:
a) to steer studies of establishing road traffic safety,
b) to coordinate the studies regarding the necessary administrative and legal regulations,
c) to ensure public awareness about the improvements made,
ç) to follow the targets and planned studies regarding the strategy document and action plans,
d) to ensure the necessary coordination between the institutions and organizations that have responsibility in the execution of the action plans,
(3) Coordination Board convenes at least twice a year;
a) Upon the call of the President, with the participation of the officials of the Ministries, Presidency and Institutions that are members of the Board,
c) when the President deems it appropriate, at the center allocated for the Coordination Board to operate or at a place deemed appropriate by the President.
(4) The secretariat task of the Coordination Board will be carried out by the Traffic Presidency of Turkish National Police
(5) Decisions in the Coordination Board are taken by majority vote.
Road Traffic Safety Strategy Monitoring and Executive Board
ARTICLE 7- (1) Monitoring and Executive Board consists of; As stated in the List of the Term Presidency of the Road Traffic Safety Strategy Monitoring and Executive Board numbered Annex-2, under the periodic presidency of the Deputy Minister of the relevant ministry, with the participation of at least at the level of branch managers. From Directorate of Communications, Strategy and Budget Directorate of Turkish Presidency, Justice, Family, Labour and Social Services, Environment and Urbanism, Youth and Sports, Treasury and Finance, Interior, Culture and Tourism, National Education, National Defence, Health, Industry and Technology, Agriculture and Forestry, Trade, Transport and Infrastructure; General Director of Turkish National Police, Commander of Gendarmerie, General Director of Highways, General Director of Industry, General Director of Local Authorities General Director of Emergency Health Services, General Director of the Special Education Institutions and General Director of the Provincial Administration.
(2) Monitoring and Executive Board, in order for the tasks within the scope of the Strategy Document and action plans to be carried out without any failure, performs the following tasks:
a) to ensure the implementation of strategic targets, aims and performance indicators which were mentioned in Strategy Document and Action Plans by the relevant bodies and organizations;,
b) to closely follow the activities and studies in a proper way,
c) to make immediate practical decisions when necessary,
(3) Monitoring and Executive Board convenes at least 3 times a year;
a) Under the presidency of the relevant Deputy Minister who carries out the Term Presidency,
b) Upon the call of the President, with the participation of at least the branch manager level representatives duly appointed from the Ministries, Presidency and Institutions that are members of the Board, and with the participation of their deputies who are officially appointed in their absence,
c) In accordance with the monitoring and reporting sequence between the Boards and the annual meeting calendar of the Coordination Board, when the President deems appropriate, at the centre allocated for the Monitoring and Executive Board to operate, or at the location deemed appropriate by the President.
(4) The secretariat duty of the Monitoring and Executive Board will be carried out by the Traffic Presidency of Turkish National Police.
(5) In the assignment of branch manager and higher personnel by stakeholder organizations in the Monitoring and Executive Board; within the possibilities of the stakeholder organization, attention is paid to the following issues:
a) The stakeholder organization should have sufficient equipment, knowledge and experience in the field of legislation, practices, activities and innovations,
b) Having a multi-stakeholder work culture,
c) High corporate representation ability,
ç) Preferring those who have sufficient academic level and foreign language knowledge for situations that require research on traffic safety.
(f) In case the agenda of the Monitoring and Executive Board requires, additional personnel are assigned from the same stakeholder organization who can provide the detailed information required by the agenda item. Personnel participating in this way do not have the right to vote in the decisions taken.
(6) Decisions in the Monitoring and Executive Board are taken by majority vote.
Road Traffic Safety Expert Groups
ARTICLE 8- (1) In order to monitor the execution of the tasks in the Strategy Document and Action Plans, to ensure coordination and cooperation, under the Road Traffic Safety Strategy Monitoring and Executive Board in accordance with the grouping in the 7th Section of the Strategy Document, titled "Measures to be Taken and Activities to Ensure Traffic Safety", following expert groups are formed:
a. Priority Fields Expert Group,
b. Traffic Safety Management Expert Group,
c. Road Infrastructure and Road Environment Expert Group,
d. Vehicles Expert Group,
e. Education Expert Group,
f. Enforcement Expert Group,
g. Post-Accident Intervention Expert Group.
(2) Road Traffic Safety Expert Groups are not limited to stakeholder organizations with representatives in the Boards, but are established with the participation of enough expert personnel from all stakeholder institutions assigned in the 2021-2030 Road Traffic Safety Strategy Document and Action Plans.
(3) Within the framework of Strategic Objectives, Targets and Performance Indicators, which stakeholder institutions will take part in the specialization groups is decided by the Term President upon the proposal of the Secretariat.
(4) In the assignment of expert level personnel by stakeholder organizations in Expert Groups, the conditions required for the assignment to be made in the Monitoring and Executive Board are sought, except for the condition that the personnel is at the branch manager and higher level.
(5) The duties of the expert personnel in the Expert Group they are assigned to are as follows:
a) Following up the tasks, works and transactions related to the strategic purpose, target and performance indicators of the stakeholder organization of which it is a member, as the "responsible institution" or "cooperating institution",
b) Making necessary internal correspondence and reports and following them,
c) To ensure the coordination of information exchange between the stakeholder organization of which it is a member and the Traffic Safety Expert Group.
(6) Expert Group Responsibility will be carried out by the representative of the relevant stakeholder organization as specified in the Annex-3 list..
(7) Within the framework of the working calendar of the Coordination Board and the Monitoring and Executive Board following tasks;
a) To carry out all kinds of correspondence regarding the personnel assigned to the Expert Groups,
b) To make arrangements regarding the working procedures and principles of the personnel,
c) Meetings to be held at intervals not exceeding two weeks by Expert groups and preparatory work before these meetings,
and other issues that may arise in practice are prepared by the Secretariat and decided by the Monitoring and Executive Board.
(8) In order to carry out the duties in the Expert Groups without interruption and to avoid any disconnections in the tasks, a sufficient number of permanent and substitute expert personnel are assigned to the Expert Groups annually by the stakeholder organizations.
(9) Instead of the personnel who cannot participate in the works due to force majeure, personnel with the same qualifications are assigned from the stakeholder organization to ensure that the task is carried out without interruption.
(10) If the feature of the work in the Expert Group requires, additional personnel are assigned from the same stakeholder organization having the detailed information required by the work.
(11) Decisions in the Monitoring and Executive Board are taken by majority of votes and no payment is made to the Term President and members of the Expert group due to the meeting.
(12) All administrative matters, including the secretariat duties of each Group and the organization of meetings, will be handled by the institution responsible for the Group and necessary support will be provided by the Secretariat.
CHAPTER THREE
Coordination with Other Strategy Documents, Monitoring and Evaluation, Visibility
Coordination with Other Strategy Documents
ARTICLE 9- (1) All stakeholders; Considering the fact that the 2021-2030 Road Traffic Safety Strategy Document and the action plans related to it are the top policy documents, in order to implement the strategic goals, targets and performance indicators in the said documents, budgeting is the priority in all strategy documents, action plans and activity reports to be prepared on an institutional basis will carry out the necessary studies in order to put the stated purpose, target and performance indicators into practice.
(2) In addition, in all activities and works related to traffic safety; The principles, procedures and principles set forth in the 2021-2030 Road Traffic Safety Strategy Document will be followed and all necessary issues will be submitted to the Road Traffic Safety Strategy Coordination Board, and necessary studies will be carried out based on the decision to be taken.
Monitoring and Evaluation
ARTICLE 10- (1) Road Traffic Safety Expert Groups are responsible to the Road Traffic Safety Strategy Monitoring and Executive Board, and the Road Traffic Safety Strategy Monitoring and Executive Board is responsible to the Road Traffic Safety Strategy Coordination Board.
(2) Road Traffic Safety Expert Groups are responsible to the Road Traffic Safety Strategy Monitoring and Executive Board, and the Road Traffic Safety Strategy Monitoring and Executive Board is responsible to the Road Traffic Safety Strategy Coordination Board. These procedures are followed:
a) Taking the lists of Responsible Organizations and Institutions to Collaborate with in the "2021-2023 Road Traffic Safety Action Plan Stakeholder Organizations Performance Indicators Table" attached to the 2021-2023 Action Plan (following the same procedure in the following action plans),
b) Regarding the performance indicators in the specified table; Decision by the Coordination Board upon the determination of the Monitoring and Executive Board of the requests from the Responsible/Cooperating Institutions such as job change, revision and cancellation of performance indicators due to the lack of need,
c) Evaluation of the extent to which the work done by the Expert Group Responsibles for each Performance Indicator shown in the Action Plan is fulfilled by the “Responsible Institution” and the “Cooperating Institution”,
ç) Distribution of the shares of the institutions specified as “Responsible Institutions” in the evaluation as a percentage of primary and subsidiary responsibility,
d) Distribution of the share of the institution(s) specified as "Cooperation Organization" in the evaluation as a percentage of primary and subsidiary responsibility,
e) Evaluation of the value reached for the planning year on the basis of percentage (%)
f) In the evaluation of Performance Indicators, the sample table specified in the Table No. 4 is used by means of comparison,
3) There are 3 types of indicators that are determined to be used to monitor the final targets set in the 2021-2030 Road Traffic Safety Strategy Document and the activities implemented within the scope of the Strategy Document; Necessary evaluations will be made by the Coordination Board in the fields of result indicators, output indicators and system inputs.
4) The reports prepared by the Monitoring and Executive Board regarding quarterly evaluations will be discussed by the Coordination Board, which gathers twice a year, and it will be ensured that improvements and developments are evaluated and turned into a "Traffic Safety Activities Progress Report" by the secretariat. In the reporting periods;
1. Number of casualties,
2. Number of serious injuries,
3. The number of fatal and injury traffic accidents will be compared with the previous period together with other indicators that will help determine the development.
5) It will be ensured that the failure to achieve a good reduction in the 3 titles above during the monitoring period will not be considered as a failure and that the inputs and system indicators will be examined and the guide strategies to be prepared for the future periods will be re-determined.
Inviting Other Institutions, Organizations, Universities, Non-Governmental Organizations, Professional Associations, International Organizations and Sector Representatives to the Studies
ARTICLE 11- (1) If necessary, representatives of universities, non-governmental organizations, professional associations, international organizations and private sector representatives can be invited to all studies and meetings, as well as related institutions and organizations.
Education and Information Studies
ARTICLE 12- (1) In order to ensure that the 2021-2030 Road Traffic Safety Strategy Document and related Action Plans are carried out within the framework of the safe system approach and in accordance with institutional responsibility sharing; Information activities and meetings will be held in order to carry out the Strategy Document and Action Plans in coordination, by providing the necessary training by the Coordination Board secretariat to the personnel assigned to the Boards and Expert Groups from the stakeholder institutions and organizations.
Visibility
ARTICLE 13- (1) “www.guvenlitrafik.gov.tr” internet address will be designed in order to introduce the studies carried out by the Road Traffic Safety Strategy Coordination Board and the Road Traffic Safety Strategy Monitoring and Executive Board in the context of traffic safety, to bring the 2021-2030 Road Traffic Safety Strategy Document to the attention of the citizens, to ensure their participation in the studies and to present examples of good practices and consult their opinions. It will be ensured that safety awareness studies are carried out, and information about the stage reached in the 2021-2030 Road Traffic Safety Strategy Document and Action Plans will be included on this website.
(2) The coordination of the work to be done for the preparation of the internet address “www.guvenlitrafik.gov.tr” and keeping it up-to-date will be carried out by the Secretariat in cooperation with the relevant institutions, organizations and units. Necessary updates will be carried out under the coordination of the Secretariat and the Coordination Board will be informed about the stages.
(3) 2021-2030 Road Traffic Safety Strategy Document and Road Traffic Safety Action Plan (2021-2023), which was prepared in cooperation with relevant institutions and organizations under the coordination of the Ministry of Interior Turkish National Police in order to reduce the number of traffic accidents in our country and to minimize the loss of life and injuries caused by traffic accidents and also Other Action Plans will be announced on internet addresses: "www.icisleri.gov.tr" of the Ministry of Interior, "www.egm.gov.tr" of the Turkish National Police and "www.trafik.gov.tr" of the Traffic Presidency of the Turkish National Police and also on the official internet site of all stakeholder institutions. These addresses will be kept open to access.
CHAPTER FOUR
Preparation of Action Plans, Institutional Responsibilities, Strategy Document and Priority of Action Plans
Preparation of Action Plans
ARTICLE 14- (1) Preparations for the Action Plan, which will cover the years 2024-2027, will be completed by the end of 2023, and the preparations for the Action Plan, which will cover the years 2028-2030, will be completed until the end of 2027 under the coordination of the Coordination Board.
Institutional Responsibilities
ARTICLE 15- (1) The ministries, institutions and organizations designated as "responsible organizations" and "cooperating organizations" in the Road Traffic Safety Action Plans will show the necessary sensitivity in fulfilling their duties and responsibilities within the planning for the implementation of the Action Plans.
Priority of Strategy Document and Action Plans
ARTICLE 16- (1) All ministries, public institutions and organizations will give priority to the execution of the tasks specified in the 2021-2030 Road Traffic Safety Strategy Document and the Road Traffic Safety Action Plan (2021-2023), and the necessary support and contribution will be provided to the implementation of the decisions taken by the Coordination Board.
CHAPTER FIVE
Miscellaneous and Final Provisions
Correspondence
ARTICLE 17- (1) Correspondence between stakeholder organizations and between members of expert groups is carried out in accordance with the general procedure.
(2) The correspondences of the Monitoring and Executive Board are signed by the Term President, those of the Coordination Board that concern all stakeholders are signed by the President, and the others are signed by the relevant Deputy Minister.
(3) The correspondence of the Coordination Board and the Monitoring and Executive Board is carried out by the Secretariat.
Cases where there is no provision
ARTICLE 18- (1) In cases where there is no provision in these Procedures and Principles, the necessary instructions are given by the President of the Coordination Board.
(2) The instructions given in this context are carried out immediately.
Entry into Force
ARTICLE 19- (1) These Procedures and Principles enter into force on the date they are approved by the Coordination Board.
Executive
ARTICLE 20- (1) These Procedures and Principles are carried out by all institutions and organizations assigned with the Presidential Circular No. 2021/2, under the supervision of the Minister of Interior.

Remarks: 1) Whichever is the primary responsibility of the Turkish National Police and the General Command of Gendarmerie, which is determined as the Responsible Organization, the percentage rate will be determined, but the sum of the responsibility percentages of the two organizations will be 100%. The activities performed by the organizations separately will be evaluated over their share in the percentage rate. (Example: General Directorate of Security: 75%, General Command of Gendarmerie : 25%) 2) It will be ensured that the total of the responsibility percentages of the organizations determined as the Cooperation Bodies will be 100% and each organization will be considered responsible for fulfilling its share in the percentage given to it. (Example: General Directorate of Highways: 20%, General Directorate of Transportation Services Regulation: 20%, Directorate of Transportation Safety Investigation Center: 10%, General Directorate of Local Administrations: 10%, General Directorate of Industry: 10%, Turkish Standards Institute: 10%, Union of Municipalities of Turkey: 10%, Municipalities: 10%) 3) How much of the numerical or percentage value given over the years has been accomplished will be given by the Executive and Monitoring Board based on the report of the Expert Group Officer, over the completion rate of the work done. 4) In order to ensure that the responsibility is felt by all stakeholders at the same rate, in determining the success rate of the stakeholder organization whether or not any Performance Indicator can be realized; a) If the performance indicator has been achieved and the stakeholder organization has fully fulfilled its duty according to its percentage: 100% (Formula: + / + = 100%), b) If the performance indicator has been achieved and the stakeholder organization has not fully fulfilled its duty according to its percentage: 75% (Formula: + / - = 75%), c) If the performance indicator has not been achieved, if the stakeholder organization has fully fulfilled its duty according to its percentage: 25% (Formula: - / + = 25%) d) If the performance indicator has not been achieved, if the stakeholder organization has not fully fulfilled its duty according to its percentage: 0% (Formula: - / - = 0%) performance will be considered. 5) At the end of the period, the total number of Performance Indicators for which each stakeholder organization is responsible, which of them is the Responsible Body, which of them is the Cooperation Body, and how many of these assignment titles perform 100% and at other rates will be evaluated, and as a result, the Stakeholder Organization profile will be revealed. |
