Vulnerable Road Users

Those that are less protected and with more vulnerabilities among various groups of road users are referred to as Vulnerable Road Users as part of traffic safety efforts.

These groups of road users are considered as vulnerable road users as they can be hurt more (i.e., pedestrians and cyclists, etc.) in the event of any road accident; they can face further challenges in adapting to traffic rules due to their physical features (i.e., children, persons with disabilities and the elderly, etc.); they face a higher risk of death than other types of road users in the event of any accident (i.e., riders, passenger children, etc.).

The reason behind the seemingly positive discrimination for vulnerable road users is their lack of additional protections such as certain road features or on-board safety systems, which translates into a higher risk of death in the event of a road accident.

Mixed or heterogeneous traffic means the shared use of the same road by pedestrians and cyclists and other high-speed vehicles, where the non-motorized road users face dangers in a highly fluid traffic environment. The level of risk is even higher for all road users since many roads lack such basic facilities as sidewalks, bicycle paths/lanes and crossings with speed-control, etc.

Additional measures for the protection of such groups of road users shall contribute to the reduction of deaths in traffic accidents.

Risks

  • Changing institutional priorities
  • Shortcomings in inter-institutional cooperation and collaboration, conflict of authority
  • Failures in the allocation of adequate budgets and resources

Strategies

  • Physically separate roads appropriated for vulnerable road users from other roads for motorized vehicles to prevent death and injuries in accidents
  • Identification of special routes for cyclists to separate the latter from roads used by other vehicles
  • Carry out improvements in vertical/horizontal markings as per applicable standards for vulnerable road users
  • On routes to be determined, design roads in view of vulnerable road users
  • Identifying areas with high volume of pedestrian traffic where pedestrians face risks from traffic flow and reducing speed limits in these areas accordingly
  • Strengthening of “pedestrians first” traffic culture
  • Building refuges/islands for pedestrians along sections of the road, which shall be duly marked for accessibility
  • Performing enforcement and other works for riders, cyclists and pedestrians to increase the use of protective and safety equipment
  • In view that the use of bicycles and e-scooters will triple between 2021-2023, prioritize legislation and infrastructure planning efforts regarding school crossings, overpasses and bicycle/e-scooter lanes

Findings

  • Death or injuries as the main outcome of accidents involving cyclists
  • Pedestrians constituting about 23% of all deaths in traffic accidents
  • Pedestrians bearing 8% of all errors leading to traffic accidents
  • A safe network of bicycle lanes encouraging cycling
  • Cyclists” consideration of helmets and goggles as protective equipment

Needs

  • Completion of legislative regulations as required
  • Scaling-up of infrastructure works
