Vehicles

Vehicles

Vehicles adequately fitted with safety features “...do not only reduce the risk of involvement in crashes but also, at the same time, provides maximum protection for both the passengers and other counterparts in the event of a traffic accident.”

Most frequently used safety measures in vehicle technologies such as airbags and safety belts are so designed as to protect passengers from the destructive power of an impact as well as from serious trauma.

Thanks to current vehicle technologies, vehicles, today, are fitted with safety systems/technologies developed, first, to prevent accidents. Fast technological advancements also have an impact on the development of vehicle safety systems, not to mention the diversified options available for consumers.

Inspection of road-worthiness of vehicles is yet another pillar of vehicle safety. The natural methodology of vehicle safety inspections is to have specialized staff to conduct such inspections. The necessity was observed to improve periodical technical inspections of vehicles within the scope of good international practices.

As part of technological advancements, there is also need for updating vehicle-safety standards within the framework of international legislation. Not only standards, but also the road infrastructure shall be also modernized as a system in line with the advancements in vehicle technologies as well as in ways to keep up pace with such technologies.

Within the scope of applicable international conventions (Customs Union and the Geneva Convention of 1958), the legislation concerning type approval of new vehicles for the market is harmonized with the technical legislation of the EU and the UN/European Economic Commission (EEC), and published accordingly.

Within this context, the EU Directive EU/2019/2144 concerning advanced safety systems for the protection of safety of life and property on roads in alignment with the latest technologies, and to reduce the number of crashes ending in death and injuries, which shall be compulsory for new vehicles for the market, was published on the date of 14/5/2020. From specified dates onwards, presence of advanced safety systems such as the following shall be mandated by the said Directive:

  • Advanced emergency (automatic) braking systems,
  • Emergency lane assistance systems,
  • Driver fatigue and attention warning systems,
  • Emergency brakes for pedestrians and cyclists,
  • Impact warning systems for pedestrians and cyclists,
  • Advanced driver attention warning system,
  • Blind spot information systems,
  • Incident data recorder systems,
  • Intelligent speed assistance systems,
  • Ease of installation for alcohol interlock systems,
  • Lateral impact protection (in addition to front/rear impacts),
  • and reverse maneuver sensory systems.

Safe vehicles play a vital role in preventing accidents and the possibility of serious injuries. The EU and the UN both determine safety standards for vehicles and provide a legal framework for voluntary reference by member states. The possibility for these vehicles that meet the standards concerned to get involved in traffic accidents as well as the possibility of serious injuries in such crashes is less.

In short, against the global backdrop of increased production and use of motor vehicles, focusing on vehicle safety entails novel technological opportunities concerning the reduction of both traffic accidents and the impacts thereof. Developing and implementing vehicle safety regulations have proven to curb, also, economic costs in addition to death and injuries in traffic accidents.

Risks

  • High number of vehicles and components during marketing that do not comply with technical specifications
  • Lack of a database accommodating updated and accurate vehicle registration data as well as contact information of vehicle owners
  • Lack of capacity to provide sufficient number of staff for spot checks
  • Time needed to accustom citizens to use vehicle safety systems
  • Shortcomings in inter-institutional coordination and cooperation
  • Lack of capabilities to test post-production technical assemblies on vehicles for due operability
  • Lack in Turkey of test and inspection capabilities for all types of vehicles and components
  • Climatic variations between the provinces
  • Challenges in enforcement, failure of stakeholder bodies to perform their responsibilities as expected

Strategies

  • Work towards the development of national test and inspection capabilities
  • Strengthen institutional capacity through enhancing the capacities of inspection staff
  • Enhance vehicle safety systems through heightened standards
  • Safer urban travel of passengers
  • Prevention of possible accidents by way of detection of fatigue
  • Regarding the examination of data collected during tachometer inspections performed by traffic staff, provision of the required technical software and hardware to facilitate such inspections without incurring losses in labor and time
  • Enactment of the international type approval legislation published in relation with advanced on-board safety systems/technologies in integration and simultaneously with the European Union and the United Nations
  • Coordinated work with stakeholder institutions

Findings

  • Number of marketed vehicles and components increasing daily
  • Ensure production of vehicles and components in observance of respective technical specifications
  • Control of technical components later fitted on already-in-use vehicles
  • Citizens” reasons for using public transport for urban mobility; refraining from seat-belt provision to ensure quickest travel to destination and inadequate take-up of quality standards and safety measures by some operators
  • Fatigue and lack of sleep as the chief causes of accidents by drivers of vehicles of public transport
  • Buses catching fire
  • More emphasis on prevention of human failure at the origin and the safe vehicles approach to prevent emergence of such failures
  • Mandatory use in time of the currently optional advanced active and passive safety systems for all new vehicles
  • Vehicles used for transporting goods and passengers in harsh winter zones creating risk of accidents due to inappropriate use of tires

Needs

  • Revision of domestic testing and inspection capabilities
  • Campaigns to inform drivers and the general public
  • Accuracy and reliability of data on vehicles of public transport
  • Mandate also to cover bus drivers
  • Vehicle inspections also to cover components
  • Ensuring continuity and efficiency of enforcements
  • Raising public awareness including Ministries and other bodies concerning the enactment of the international type approval legislation published in relation with advanced on-board safety systems/technologies in integration and simultaneously with the European Union and the United Nations
  • Carry out works to ensure that use of winter tires is mandatory for all vehicles
