2.Kişisel Verilerin Aktarıldığı Taraflar ve Aktarım Amacı

Infrastructure: Roads and Road Environment

 

Possible loss of life on roads can be prevented significantly through improved level of safety on streets, avenues and roads as well as determination of speed limits that are appropriate for respective road sections and which have to be observed.

Presence of unsafe road sections within the general road network, undivided roads providing for two-way traffic as well as presence of trees, posts, walls, etc., which increase the risk of fatal outcomes in the event of an accident necessitate infrastructural interventions in the road environment for traffic safety.

The road network under the responsibility of the General Directorate of Highways is a total of 68.247 km including 3600 km of motorways (4.5%), 31.002 km of state roads (45.4%) and 34.185 km of provincial roads (50.1%). 27.181 km of the total road network is composed of divided roads.

Outcomes of studies regarding social and economic impacts of road investments conducted in various countries indicate the high level of added value from public investments in roads.

Improvements have been achieved in terms of braking distances and visibility through the construction of divided roads and improvements in vertical and horizontal geometrical aspects of roads that lead to accidents due to small radii; blind-spots inside junctions have been remedied through improvements in intersections and accident impact reduced by way of enhanced lateral visibility.

In view to minimize road defects contributing to road traffic accidents;

works concerning the construction of motorways and dual carriageways, climbing lanes, refuges and engineering structures are ongoing, including improvements in intersections and extension of lanes and shoulders within the scope of improving road geometry as well as

Building of guardrails, signalization works, horizontal and vertical markings, lighting, construction of overhead and under-passes and other works concerning the improvement of accident blackspots within the scope of improvement of traffic safety equipment and facilities.

In addition to bicycle lanes already integrated with the urban transportation network, the Bicycle Lanes Master Plan for Urban and Touristic Transportation for a total of 3165 km cutting through historical, natural and cultural sites and as part of “Strategies and Standards” to provide the basis for a national vision, two routes have been identified, namely, the Anatolian Corridor and the Coastal Corridor. Furthermore, the Bicycle Lanes Regulation has been published and the Safe Riding Skills Manual for heightened rider and road safety and the Bicycle Lanes Guide have been prepared, and Urban Bicycle Lanes Guide has been updated.

In the past, road infrastructure works have mainly focused on motor vehicles, compromising the safety of pedestrians, bicycles and motorbikes. Today, as many countries focus their works on walking and cycling, failure to improve related infrastructures to commensurately reduce the risk of injuries in traffic forces pedestrians and cyclists to share the same road environment with high-speed vehicles. In brief, improved infrastructures shall ultimately entail;

  • Safer infrastructures for all road users,
  • New bicycle routes/lanes and safer roadsides,
  • Design of safer intersections,
  • Separation of access roads and passageways,
  • Prioritization of pedestrian zones,
  • Restriction of traffic and speeds around settlements and schools, and
  • Use of safer routes for public transportation.

In short, infrastructure design and improved infrastructures reduce death and injuries in traffic, curbs emissions and when integrated with speed management strategies, they provide for more walking and wider use of bicycles, also facilitating the transition from use of private cars to public transport.

Strategies

  • As regards construction of roads, completion of investments in “roads and railroads linking prominent ports and other road investments along corridors accessing border crossings” as well as investments in divided roads and BHM (bituminous hot mix) applications “in sections of the road network with heavy-vehicle traffic”
  • Considering prioritization based on such characteristics as articulated truck (TIR) routes as per AADHVT, E-W corridors, main N-S arteries, ports, border gates and international corridors as determinants during construction works
  • Due diligence with national and international road traffic standards during planning, design and construction phases of infrastructure and superstructure works on urban and inter-city roads
